VOTE YES ON THE NOVEMBER 3RD GBAPS REFERENDUM
On November 3, 2026, voters within the Green Bay Area Public Schools District will be asked to approve a four-year, $159 million operational referendum. Here's why a referendum is needed now.
Essentially, this referendum is a request for additional revenue needed to keep pace with rising inflation. It allows GBAPS to maintain its current efforts to improve academic outcomes, keep class sizes stable, and preserve the diverse programming families and community members have said they value. It does not add programming or expand costs.

Green Bay Area Public Schools has a strong track record of responsible referendum management. In fact, the District's mill rate has decreased year-over-year since 2016 with the exception of 2023 when the mill rate increased slightly due to an increase to revenue limits that was not offset by state equalized aid.
If this referendum passes, it will not raise your taxes.

PUBLIC SCHOOL FUNDING: WHAT EVERY TAXPAYER NEEDS TO KNOW
Public school funding is complicated...which means it is also confusing. As a result, taxpayers are often left wondering - what's with all the referendums?!?
The short answer is that school funding has not kept up with inflation. In fact, there has been no cost-of-living adjustment to school funding in 16 years. As a result, districts are having to do more with less and to defer critical upkeep and maintenance so that they can provide the essential services and supports their students and staff need. As every vehicle and/or homeowner knows, maintenance can only be deferred for so long before the situation becomes dire. Currently, referendums are the only way for districts in Wisconsin to make up for the shortfall and fund that critical maintenance.
